Some of the KWs would have search volume in different areas. How we choose to address this is by using Search terms and KW ideas (optimization) on a newly duplicated campaign (into a new area). The payoff for running the old set of completely unoptimized KWs has too little of a payoff versus just using your dialed in campaign versions which will drive new KW ideas that point to where the conversions are anyway. It will also do this faster and be much more cost effective.
