Creatives is the Ad Copy and the Landing Page. This would not include dynamic KW insertion.
If you're talking about submitting a creative to Astoria (for example), it would be your Call Only Ad. If it is for a Review Request here, there is a support article detailing how to Request a review for Ad Copy (creative).
