You should be able to see phone calls regardless of conversion showing them or not. If you don't see a column for "Phone calls", look under Columns>Modify Columns and you'll see it under Call Details. Just add it to your screen. Note, not all views have the Phone Calls Column available. your campaign level will have it for sure.
That said, if your calls are qualified not on time basis, yet whether the call is legitimate, then I say go for 1 second. This will help your calls show up more in conversions.
